The Reality
The administrative burden on NSW secondary school leaders has reached a critical point and recent policy changes have made it more acute than ever.
In August 2024, the NSW Department of Education released its Executive Teaching Time Review, requiring Deputy Principals to return to timetabled teaching from Term 1 2025. While this policy rightly focuses experienced educators back on teaching and learning, it creates a direct and immediate challenge: the same Deputy Principals who have historically managed the school timetable now have significantly less non-teaching time in which to build it.
The NSW Department of Education's own Deputy Principal Job Profile identifies timetabling as a formal Deputy Principal responsibility. In schools without a dedicated Head Teacher Administration, whether due to staffing formula constraints, a vacancy, or a role currently in relief, that responsibility sits entirely with the Deputy Principal on top of every other executive demand they carry.
A December 2024 NSW Department of Education audit, commissioned as part of the NSW Government's commitment to reducing teachers' administrative work by at least five hours per week, identified over 100 tasks causing high or very high workload in NSW public schools. Timetable construction sits within the most complex and time-intensive of those tasks.
Research published in Teacher Magazine ACER documents the scale: at a single secondary school, timetabling involves three full-time staff, approximately 100 hours of supplementary clerical time, 50 hours of supplementary teacher time, and occupies more than 60 per cent of a Deputy Principal's workload for up to 20 weeks of the year. The process begins in March and continues with ongoing edits and amendments until the end of the year and beyond.
